1. BARTI — Dr. Babasaheb Ambedkar Research & Training Institute (SC students)
BARTI, headquartered at 28 Queens Garden, Pune, is the flagship autonomous body supporting educational and professional development for Scheduled Caste students in Maharashtra. It was established in memory of Dr. Babasaheb Ambedkar, and it is funded by the Department of Social Justice & Special Assistance, Government of Maharashtra.
BARTI's three signature programmes are: (a) free pre-examination coaching for competitive exams including MPSC, UPSC, IBPS, LIC, JMFC, Police and Military recruitment; (b) specialised JEE / NEET training for SC students preparing for engineering / medical entrance; and (c) the Dr. Babasaheb Ambedkar National Research Fellowship (BANRF), launched in 2013, for SC candidates from Maharashtra pursuing full-time regular Ph.D. programmes at Indian universities.

How it works: Maratha-community youth (age and income criteria apply) propose a viable self-employment or business venture. The Mahamandal issues a Letter of Intent; the borrower approaches a participating nationalised or scheduled bank; the bank sanctions a loan of ₹10-15 lakh (ceiling raised to ₹15 lakh from ₹10 lakh); the State pays the interest on that loan so the borrower repays only the principal.
In 2026, the Mahamandal received a ₹300 crore allocation for expanded rollout. - Assuming the State MahaDBT scholarship is 'enough' — and not checking the community welfare body's coaching or overseas scholarship. For Maratha students, missing out on a ₹72,000 SSC coaching at SARATHI is a real loss.
- Applying only at the 11th hour of CAP rounds, after the regular MahaDBT deadline — community-body programmes like BARTI coaching or SARATHI overseas have independent deadlines you can miss.
- Never getting the caste-validity certificate. Most programmes require it (not just a caste certificate). Start that process early — it takes weeks.
- Not keeping an Aadhaar-seeded bank account. Every DBT scheme requires it. If your main bank's Aadhaar seeding fails, open an IPPB (India Post Payments Bank) account at your nearest post office as a fallback.
Your Step-by-Step Action Plan
If you are just starting 12th / graduation / PG and want to claim the maximum benefit you are entitled to, do this sequence.
- Step 1 — Get your caste certificate AND caste validity certificate. These are different documents — validity takes weeks to process.
- Step 2 — Open an Aadhaar-seeded bank account in your name. IPPB is the safe fallback if other banks' seeding fails.
